Partners Frank Giovaniello and Stephen Kear have over 40 years' experience conducting Investigations and High-Level Security. Both Frank and Steve met as Investigators in an SIU capacity for an insurance company after both retirements in the Police Department.  During their performance as SIU Investigators Frank and Steve have saved the company millions of dollars in fraudulent claims.

Stephen Kear

Stephen Kear is a highly experienced investigator and former security director having 34+ years of experience in investigation and security services. Stephen holds a 4-year Criminal Justice Degree and is a leader in the private investigative and security services industry. Over the years, he has conducted numerous high-profile investigations in both Law Enforcement and the private sector in collaboration with the FBI, The United States Attorney’s Office, New York State Attorney General, and The US Department of Alcohol, Tobacco, and Firearms.   

Stephen serves as a TLO Group managing partner and previously worked at Ernst & Young as a Security Director where he conducted internal investigations as well as managed large teams of security personnel. Stephen has also worked in a Special Investigations Unit of a large nationally recognized insurance company where he played an influential role in uncovering a major fraud ring saving millions of dollars in fraudulent claims. Stephen has also conducted security operations for many renowned celebrities, dignitaries, and executives. These include the Academy of Arts and Sciences Day Time Emmy Awards, Hon. Rudolph Giuliani, Democratic and Republican National Conventions, and Former Presidents of the United States.

Stephen has had the honor to represent the board for the International Police Association as National Vice President and serves as an Instructor for the Department of Homeland Security in Counterterrorism. He is active in various charities which include Take Me Out to the Ball Game, a foundation that serves less fortunate children, and The Crohn's and Colitis Foundation. 

Frank Giovanniello

Frank Giovanniello has 34+ years of investigative experience and 26 years of conducting complex investigations in both law enforcement and the private sector. During his career with the NYPD Frank has worked in conjunction with both state and federal agencies which include The United States Attorney’s office, Secret Service, U.S. Drug Enforcement Agency, and The Joint Firearms Task Force of the NYPD. Frank retired in 2006 from the Intelligence Division of the NYPD and worked the next eight years as an Investigator with the NYC Department of Education’s Office of Pupil Transportation, which was responsible for investigating allegations of misconduct associated with the busing of school children. Frank currently serves as a Managing Partner of the TLO Group and has a bachelor's degree in Criminal Justice. 

During his time as a Detective with the NYPD Frank worked in conjunction with Investigators from the U.S. Attorney's Office for the Southern District of New York which resulted in the arrests of 163 individuals for the illegal possession of firearms which concluded with a 98% conviction rate. In addition, Frank has also worked with the Special Investigations Unit of a large nationally recognized Insurance Company and has successfully conducted fraudulent claim investigations saving his company over eight hundred thousand dollars.

Frank is also a member of the New York City Detective Endowments Association and is active in his local community addressing safety concerns as a member of the local homeowner's association security council.
